We do not agree with the probable cause as stated by the majority. In our opinion, the probable cause was the failure of the controller to issue altitude restrictions in accordance with the Terminal Air Traffic Control Handbook 7110.8C, paragraph 1360(c), and the failure of the pilot to adhere to the minimum sector altitude as depicted on the approach plate or to request clarification of the clearance.

Soviet Naval Threat

The Soviet Union has recognized the importance of aircraft carriers and they are building them. So far they have one undergoing sea trials, a second has been launched, and a third is under construction. Although these 45,000-ton carriers are not nearly as capable as ours since they are equipped primarily with V/STOL [aircraft] and helicopters, they do pose a considerable threat.
