New Assessment Put on Soviet Threat

Today I speak as a private citizen expressing my own personal views regarding the Soviet threat and the evolving world power balance. It is a very difficult thing for a member of the military establishment to serve that establishment for better than 30 years, to work in harness with it to weigh what has transpired on his watch and, upon retirement, render public judgment about the adequacy of the Establishment’s perceptions of our most serious national security problems.

The Fairchild RAPCON arrival/departure controller stated that after he cleared Airwest 5 to the Spokane tower frequency, he continued to monitor Airwest 5’s approach until he lost the aircraft in the clutter of the airport. When he was informed that Airwest 5 was making a missed approach and was asked for missed approach instructions, he saw a target near the departure end of the runway.

Significant new insights into factors that affect field reliability of military airborne avionics equipment have been gained from a survey/analysis conducted by Hughes Aircraft Co. for USAF’s Rome Air Development Center. For example, the analysis shows that field reliability is much better than some publicly quoted “horror figures” would indicate but also significantly less than contractor predicted values.
