Military Aid, Human Rights Face Study
Washington—Issue of whether to terminate, restrict or continue U. S. military security assistance to friendly nations that engage in torture or other gross violations of human rights will be confronted this session by Congress. The 1976 International Security Assistance and Arms Export Control Act, injecting human rights considerations into security assistance, provides for the termination or restriction by a joint congressional resolution signed by the President.
